World Generator Bug

I am trying to load up a customized world with the biome ice plains.

I expected to load up the world normally with no issues and try to find an igloo.

It was a mix between Ice plains and Mushroom Island

Steps to Reproduce:
1. Make A New World
2. Set The World type to Customized
3. Set BIome to Ice Plains
4. Create world
