End rods are placeable on cacti and sugarcanes (possibly on other odd blocks as well)

*What I expected to happen was the cacti breaking and/or the rod not sticking to the cacti and the rod not sticking to the sugarcane.

*What actually happened was the rod stuck to the cacti and the cacti didn't break. The rod also stuck to the sugarcane.
