Maps in item frame in multiplayer

Maps in item frame in multiplayer dont work

*What I expected to happen was it would show up to all players

*What actually happened was it was blank for everyone but not me

*Steps to Reproduce:
1. make map in SMP
2. have player join
3. place map in item frame
4. map will be blank to other player
