All chunks crash

What appears is all chunks flashing different places all at the same time (I have attached a picture). I can sometimes get it to stabilize by reducing render distance but not all the time.

I don't think you will be able to reproduce it as I have tried on different computers and it all works fine.
If possible could you tell me if others have reported this issue and if there is a trend with hardware (could be my terrible APU).
