Elytra not working on mobs

When the change to elytra activation was made (pressing space) mobs equipped with etytra stopped gliding as they used to.

How to recreate:
-Summon a skeleton with elytra in its chestplate slot.
-Teleport the skeleton upwards
-Watch as it falls
