Strange Extreme Hills Generation in 13w07a

I've just created a world by only changing the settings to "creative". When the world was done loading I saw this strange generation error. I'm not quite sure if this is a bug, It could be just a very strange generation. This is not a chunk error, this world was fully created using the newest snapshot.
