Flickering Visuals

My visuals in game flicker when I look certain directions and make certain movements. I played with the visual settings to fix the problem (render distance, VBO's, etc.) and the one and only that helped was turning off full screen (I tried turning off full screen and expanding the window but that still glitched out too). I would prefer to play the game in full screen and I was hoping you guys had a fix! Also this occurred immediately after I used a teleport command. I did uninstall the game and reinstalled but that didn't help either.

UPDATE: Turning full screen off no longer helps.
