If you /summon an EnderDragon it does not move

If you use: /summon EnderDragon ~ ~ ~ the ender dragon does not move. it just stays still and flaps it's wings, a bit like what it does when it is sitting on the end portal.

Can someone please help because it preventing me from making my map!
