If you /summon an EnderDragon it does not move

If you /summon an Ender Dragon it does not move

In 1.8 and some of the early snapshots Ender Dragons move

If you use: /summon EnderDragon ~ ~ ~ the ender dragon stays still and flaps it's wings. it does not act like it has no AI, it just stays there like it's sitting on the end portal

Please fix this because it is preventing me from being able to make my map
