Fishing Rod texture always on Uncast

The texture for the Fishing Rod item will not change.

What I expected to happen was the texture to change from 'fishing_rod_uncast' to 'fishing_rod_cast'. But the texture did not change, only staying on 'fishing_rod_uncast'.
