/tellraw clickEvent "hitbox" not raised with the raise of the chat box (15w05b)

I entered in the following into a command block for my map:

/tellraw @a[score_ingame_min=1] {"text":" - Approach Commander.","color":"aqua","clickEvent":{"action":"run_command","value":"/setblock -10 60 39 redstone_block"}}

I have many commands similar to this one in my map.

This worked as for 15w02a, but now it will not place the redstone_block (presumably from the edits for the chat box) UNLESS you click below the message.
