Boats and rafts retain their rotational momentum after exiting and entering them

The Bug:

Boats and rafts retain their rotational momentum after exiting and entering them.

Please note that this also affects chest boats and chest rafts.

Steps to Reproduce:

1. Build the setup shown in the attachment below. setup.png
2. Place a boat in the center of the ice, enter it, and begin spinning.
3. Exit the boat and enter it again.
4. Take note as to whether or not boats and rafts retain their rotational momentum after exiting and entering them.

Observed Behavior:

Boats and rafts retain their rotational momentum.

Expected Behavior:

Boats and rafts would not retain their rotational momentum.
