Command block, Open to Lan.

What I expected to happen was...:
I think I must have access to command blocks and I must have sounds of them.
What actually happened was...:
You can't open the interface of the command block and you don't have sounds when you place and break them.

Steps to Reproduce:
1. Open to lan with allow cheat on off.
2. Place command blocks.
