Planting a sampling on dirt with air on it doesn't work

When a dirt block is over air, placing a sampling on it immediately returns it to your inventory.

Steps to reproduce:
1) make a 2 block high pillar of dirt.
2)knock out the bottom block.
3) Stand on a block or jump to reach.
4)place sampling on the floating dirt.
