World Spawn Map, no refresh.

What I expected to happen was...:
World Spawn is constantly loaded and the map should have been updated.
What actually happened was...:
The map hasn't been updated.

Steps to Reproduce:
1. Go out of the load map and set blocks with /clone \ /setblock \ /fill
