Skin Glitch

This has been happening for longer then a year, and I have the Steve Skin and I can not see anyones skin. Every skin is steve. But others can see my actual skin which is not Steve. I tried going on 1.8, 1.8.3, 1.8.8 all of that but nothing works. I reinstalled the game as well but that didnt work.
