Effect stuck when use /effect command

Some effect stuck when use /effect command 2 time. After few second, The effect stopped.

STEP TO REPRODUCE:
Create a world with Creative Mode
Use /effect @p speed 10 0
Use /effect @p speed 10 0 again
Your Effect is now Stuck.
