cannot make wooden sword or pick axe in survival mode out of sticks

When I first started playing survival mode I was able to make a pick axe and sword using sticks but for some reason i cannot anymore. I have to run around looking for a creeper to blow up and hope it yeilds cobblestone. It's frustrating.
