End Portal not working in 1.9 survival

The end portal doesn't work in survival. I tried different methods to fix it such as reloading the world and rebuilding the portal but none of it works. I don't know if it is because I created the world in 1.8 and played in survival in the 1.9 snapshots. I also searched for related bugs but couldn't find any.
