Dysfunctional End Portal

End portals are not functional in snapshot 16w02a.

What I expected to happen was...:
Upon building a successfully oriented portal, activating it did not trigger the portal to correctly activate.

What actually happened was...:
It instead placed three bricks at the southeast corner of the portal, in a line going east.

Steps to Reproduce:
1. Construct an end portal.
2. Activate the portal.
3. Get bricks.
