Ender Portal Dosen't Seem to be Working

Right now all I know is that it happens in a flat survival/creative world when making it by hand, instead of spawning in the usual creepy like void portal it spawns brick blocks in I believe the top left corner from where I was viewing it going to the left 3 blocks of them
