End Portal did not work.

I was trying to go to End to search an End City but when I tried to generate a End portal nothing happen. I put a 3x3 end portal frame and put Ender eye each on it but still nothing happened. I tried to search a stronghold and search the naturally generated End portal frame and try to activate it but still nothing happened. I am on a creative mode.
