Fishing Rods ends float in air

What I expected to happen was...:
The Red and White Bobble thing was to float on the water

What actually happened was...:
It was floating a block above the water

Steps to Reproduce:
1.Right click with fishing rod in hand (In water) then you will see floating bobble thing
