Boats keep their speed when driving on a not-full-block.

When you drive a boat from a water place on a block that is smaller than a full block like carpet, snow, slabs, daylight sensors, etc. you can drive as fast as in water until you drive on a full block. Like that you can drive in full speed on "not-full-blocks".
