Instant repeaters' efficiency slowed a lot

Redstone line with 1 Repeater set to 1 tick and 2066 Instant repeater takes around 7 sec to turn on and between 16 sec and 36 sec to turn off, while in 1.8.9 it takes only 1.3 sec to turn on and around 5 sec to turn off.
