I can't craft or access the armor stands

What I expected to happen was...:
to craft it or grab it out of creative

What actually happened was
I try to craft it it doesn't work so I went to creative and there was a blank spot where armor stands were supposed to be

Steps to Reproduce:
1. Try crafting it nothing happens
2. Go to creative and there is an empty spot
3. Grab it armor stand says it an armor stand but its totally blank place down "armor stand" it pops up but you can't access it
