some chunks look incomplete on a multiplayer server (visible blocks change on mouse move)

What I expected to happen was...:

I expected to be able to see everything around me like you would in any other version.
What actually happened was...:

on several multiplayer servers, some chunks were not displaying as they should. I could walk around on them fine, but it looked as if only some random blocks in the chunk had loaded. The blocks I could see in an effected chunked changed when I moved my mouse around.
Steps to Reproduce:
1. join a multiplayer server
2. ...look around, you may find a chunk that appears as described above
3. ...Look around the chunk, as you move your mouse the blocks you can see will change.
