NoAI skeleton

I was not sure if this spawned, but I found a skeleton that was immobile, not moving, even though i was right in front of it in survival. I changed the entitydata to NoAI:0, and turned out it had NoAI:1 on it. It just randomly spawned and I was not using command blocks or any entitydata or summon commands in my map.
