Some mobs spin around and jitter randomly.

When I created a new survival world on the 15w50a snapshot, I found that there were horses spinning around. When it was nighttime, I saw spiders spinning also. I haven't seen any other mob do it. I don't know anything about code, but it might have something to do with making mob AI "1.79% smarter?" Not that I would know.
