Setblock command ignores TrackOutput NBT for command blocks

When using /setblock to place a command block the TrackOutput NBT is ignored. No matter if it is set to 0 or 1 the command block will still track the output until manually changed.

Tested command: /setblock ~ ~ ~ command_block 0 replace
