Realm block bog

I reactivated my family realm and made a custom world with double ores
and there is a problem in 4 chunks where players cant break any blocks or grass and from corner to corner the chunk numbers are 13 0 3 just one big area basically. Im the only one who can break the blocks in survival, Is there a command I could use to reset the area or do I need to recreate the world again?
