multiple consistant crashes on multiplayer vanilla server

on multiplayer survival vanilla server since 15w49a the server has multiple consistant lag and server crashes for everyone, it is extreme and nonstop, i even tested by going to a unloaded chunk with no one else on server away from anything and same thing, server periodicly consistantly crashes, this is also reported to happen when i am not on so it is not my graphics drivers. it is bad.
