Constantly teleporting someone while they're trying to open a command block opens a phantom gui

What is supposed to happen:
after right clicking a command block while being teleported it opens the command block you right clicked

What really happened:
the game opens up a "phantom command block" with all the buttons unclickable besides cancel and the command text is empty if you are being teleported while opening it (even if the teleportation is to the exact same location).

Steps to reproduce:

1. put a command block on the repeat state
2. put in the code '/tp @p ~ ~ ~ ~ ~'
3. activate the command block
4. open it by right click
