Default resource pack is ordered topmost until closing and re-entering the resource pack dialogue

Steps to reproduce

• Start Minecraft
• Options -> Resource packs
• Select one or more resource packs
  • Default resource pack stays topmost instead of bottommost
• Close dialogue
• Reopen dialoge
  • Default resource pack stays is bottommost now
