Beacon beam shows but does not apply effects and cannot be edited

Beacon beam will show, but will not work. for example, i was building my base on a server and i put a beacon in. It was built correctly, i made sure. I then tried to rebuild, still did not work. I also cannot edit the beacon to give me the effects i want. The effects also are not given.%app
