New Sounds aren't functioning in newest snapshot

All the new sounds added in this snapshot don't seem to play any sound, I don't have any resource packs enabled, but it still seems to make no sound. For instance, weather Milking a Cow or using the /playsound, it doesn't seem to make any noise.
