[MC-93672] powered tag not working

When placing down the command block with this command:

/setblock ~ ~-3 ~2 repeating_command_block 1 replace {Command:"/execute @a ~ ~ ~ detect ~ ~-1 ~ planks -1 /effect @p speed 1 0 true",powered:1b}

Apon checking the block with the

/datatag x y z {}

command, it says it is not powered. Even when i go in and turn it on. This also doesen't work if the block is placed already and you check the tag with the /blockdata command.

Other proof: This command worked in the last snapshot (15w47c) (I created this command in an excel doc I made)
