This command does not work¿?

/execute @e[type=Spider] ~ ~ ~ /testforblock ~ ~ ~ minecraft:web /effect @e[r=0] 1 3 3
The comand is for make spiders go faster on cobwebs but I don't know if is a bug or my comand is wrong. There is some way to make this works?
