Riding a horse doesnt load chunks properly

I ride my horse for a while and I eventually come to a point where the chunks stop loading. When I get off, the chunks usually load normally. Sometimes I have to reload the world.

Steps to Reproduce:
1. make a world
2. Ride a horse for a while
3. chunks should stop loading

The picture below shows the effects. Horse riding was normal in 1.8
