Not fixed bug. problem with summon in 1.9 snapshots

I tried in all snapshots of future 1.9 update to use /summon command, the problem is what mobs don't spawn with armor or attributes.
for example i use this command: /summon Skeleton ~ ~1 ~ {Equipment:[{},{},{},{},

{id:pumpkin,Count:1}

]} and the skeleton don't have the pumpkin, i use this command in 1.8 and work fine I reported this bug before and somebody said that this bug is already fixed that was two months ago and this bug still being in snapshots of 1.9 this bug is frustrating me pls fix it pls, and i have two friends who's having the same problem with summon command but when i ask to other people, they don't have this problem.
