Going to spectator mode after dying

I just started a new survival world with my friends recently on my server, we decided to use the 1.9 snapshots. The problem is, everytime someone dies they respawn in spectator mode. The default gamemode on the server.properties is survival, non-ops have to disconnect and join again to get back to survival.
