Bad frametimes and micro-stuttering

Even though the average framerate is above 60 FPS, the game feels like its below 30 FPS on my laptop. I added a screenshot of the Alt+F3 screen ingame. As you can see, there is a periodic frame rendering time spike. It's an optimisation issue that makes the game look bad on many machines.
