when i put a 3 tall redstone block tower in 1.9, then put redstone next to the top one, and destroyed the top one, the redstone kept flowing

Steps to Reproduce:
1. make a two block high redstone block tower(if make one one block high, and put redstone 1 block over it and to the side, it wont activate it
2. put redstone next to the top
3. then destroy it
