Command block not chaining properly

When attempting to start updating my server command blocks for the release of 1.9 the chain option would not chain only one command block after the initial one would trigger

Steps to Reproduce:
1. make a command block chain like always (using tellraw or tell) with the starting impulse block being a title command block
2.power the impulse command block
