Zombie Villager Doesnt Take Weakness Effect

We splashed a zombie villager with a weakness potion many times and fed it a golden apple alot, but he wouldnt eat the apple because he didnt have weakness. The way we gave him weakness was with /effect but not with potions, so potions are glitched!
