Fog similar to blindness shows up, tested on multiple servers, resource packs, render distances, and fog levels. Nothing seems to affect the fog. Also, entities, item frames, and signs are visible as set by render distance

As said in the summary, fog similar to blindness is visible across multiple servers and settings, and entities show as set render distance. Also, some screenshots from a few servers (and showing that I'm not just being dumb and don't have blindness)
