Levitation effects + Elytra = infinite levitation

So this is happening... I am getting infinite levitation effect.

This happened to me while I tried to give myself levitation 127 while flying. It didn't make me go upwards, so I decided to land. But when I landed, I then started going upwards. I had the levitation effect I get it, but... The effect hit 0:00 time, and I kept going upwards. In the attachments I should have the steps in order.

Notice in 1st image I gave myself levitation 127 for 20 seconds. And when I touched the ground... The results where the 2nd image.
