Full speed ridden boats generate water splash particles under the boat

Since the introduction of the new boats, the splash particles aren't shown above-water when riding a boat.

How to reproduce

• Ride a boat at full speed
  → You'll see particles of whatever block is right below the surface. You'll see water if it's deep, but dirt or clay if you ride into a 1-block shallow area.
