Dispensers do not shoot arrows

If you trigger a dispenser containing arrows, the arrows are dropped rather than being dispensed. See attached screenshots. The first shows my test setup, with a dispenser on the left, and a dropper on the right. The second was taken immediately after pressing the button, and shows both of them dropping arrow items.

Affects both survival and creative mode.
