Endermen shot by tipped arrows

— This is the snapshot I lately tested it in, I believe that this has always been since tipped arrows have been introduced —
If you shoot an enderman with a tipped arrow (best noticable (notable?) with a spectral arrow) the arrow won't hit the enderman, but they do get the status effect. I think this is a bug, but nobody reported it.
